In the 1980s, the East German State Railway (DR) procured dual-system electric locomotives to simplify the steadily increasing traffic and operational procedures of cross-border services between East Germany and Czechoslovakia. Due to a lack of experience in dual-system technology (East Germany: 15 kV/16? Hz AC, Czechoslovakia: 3 kV DC) and the full capacity of the electric locomotive manufacturer LEW in Hennigsdorf, the locomotives were based on the Czechoslovakian ES 499.1 series. However, the Škoda locomotive factory had not yet built a locomotive for the 15 kV/16? Hz AC system, so the AC components were supplied from East Germany. Due to the CSD's requirements, Škoda received a double order for 15 Class 372 locomotives and 20 Class 230 locomotives for the DR. At DB AG, these locomotives, with an hourly output of 3,260 kW and a top speed of 120 km/h, were reclassified as Class 180.
