The class T 18 was the last tank locomotive developed for the Prussian State Railways. It was originally intended for traffic on Rügen as a replacement for the T 12 and T 10 series. It was created when a type of locomotive was designed in 1912 to transport express and passenger trains in areas near the border or in shuttle traffic on shorter routes. The design of a tank locomotive with a symmetrical running gear was envisaged because, in contrast to locomotives with a tender, it could be operated forwards and backwards at the same speed and when traveling in the opposite direction without the need to turn the turntable. Robert Garbe designed this 2'C2 'tank locomotive for 100 km / h with an axle load of 17 t and had it built by the Stettiner Vulkan-Werke. It was given the designation T 18.
