Like the DB, the DR also struggled after the Second World War with the enormous maintenance costs of the outdated wooden compartment wagons. That is why the Deutsche Reichsbahn decided to fully recondition the underframes and bring them to a uniform length. In 1963, the first wagons that were built according to this scheme were handed over to the DR by Rawal Halberstadt. This process was soon abandoned due to the poor condition of the old usable assemblies. The decision was made to create the wagons entirely from new components, using the recently newly developed, axle bracket-less bogie "Görlitz V" as the running gear. The selected length of 18.7 m results from the structural conditions of the manufacturing plant. From 1963 to 1977, 3,030 “Bghwe” cars were built, which could be seen in almost every DR passenger train in the 1970s and 1980s.
