Es war einmal: heute sind keine gedeckten Güterwagen der klassischen Bauart (im folgenden G- Wagen) mehr im Bestand der DB vorhanden. Zu Beginn der Epoche III machten die G- Wagen noch 31 Prozent des Bestandes aus, die junge DB hatte über 127.000 G- Wagen im Bestand. Ähnlich wie bei den Personenwagen hatte damals die DB das Problem, dass die Güterwagen heruntergewirtschaftet waren; knapp ¼ der Güterwagen stammte noch aus der Kaiserzeit. Man entschied sich für Neubau und Umbau. Inzwischen gab es auf europäischer Ebene (UIC) Bestrebungen, den Güterwagenbau und –einsatz europaweit zu harmonisieren.
Es wurden für die G- Wagen eine UIC 1- Richtlinie erlassen, die einheitliche Masse für die Güterwagen vorsah.
